If you work in the grants community, you know to follow the uniform guidance. Most also know to review the program statute that created the grant and the federal agency regulation. These three sets of federal regulations are key resources for requirements. But what about another resource found in Presidential Memoranda? The Office of Management & Budget (OMB) releases these memos on behalf of the President for federal agencies, but these memos can reveal so much more. They serve as a forerunner or precursor to important grant reforms that could soon follow through legislation or updates to the uniform guidance. Sharpen your skills, whether you’re with a federal agency or a nonfederal entity, and learn how Presidential memos can forecast what’s to come. Knowledge in advance helps us prepare. As the age-old proverb states, forewarned is forearmed.
